Use one row for each returnable or separable response. Keep the client heading, source reference and internal owner visible so a missing form cannot hide inside a general response.

How should the final response be reconciled?
Compare the register with the actual submission folder. Check file names, signatures, cross-references, numbers and claims. Mark any response that depends on an unresolved clarification.

What should happen to a missing answer?
Record it as open with an owner and decision date. Do not turn an unknown value into a confident sentence merely to make the schedule look complete.

What else should the bid team know?
Can a bid writer invent a capability claim?
No. Every credential, project example, statistic and promise needs an approved source. Unsupported claims should be left out or added to the open questions list.
Who approves the technical response?
The responsible engineer or technical lead approves technical content. The bid writer controls structure, clarity and response compliance.
Does a response template guarantee compliance?
No. The issued tender, addenda and approval record control the final submission.
